According toTexomas, the website for KFDX and KJTL, Wichita Falls, Texas, it has been almost a year since Texas enacted new regulations against the theft of scrap metal and wire Sept. 1, 2015. 

HB 2187 requires residents to present a cash transaction card when selling scrap metal, the article says.

“It helps the police in locating people when they have a problem,” Cliff Knight, manager of Bell Processing, Wichita Falls, says in the article. “If they see something that is stolen, they can follow it. We don’t want to buy stolen material anyway, and we work close with law enforcement when they are looking for something that’s stolen. If someone comes in with it, we call them, and they come out and look at the stuff and do what they need to do.”
The cards are good for two years following their issued date, the article says. 

“I think it’s a good thing,” Knight says in the article. “I think people are going to think twice, if they’ve got a card that has their ID, their finger print, picture of stolen material and an address to go find you at, I think that’s got to be a deterrent of some sort.”

Given the decline in scrap metal pricing in the last year, it’s difficult to say how much of an impact the law has had on theft.
